In this book author Adcock performs to the fullest his role as historian, not by condemning, condoning, or admiring the Roman art of war, but by laying the ground for an objective appreciation of the way the Romans understood war.

In the ROMAN ART OF WAR UNDER THE REPUBLIC, the author does not concern himself with either the topography of ancient campaigns and battles or the details of organization and equipment. Instead, in five chapters simply titled ''THE MEN'', ''THE SEA'', ''THE  LAND'', ''FOREIGN POLICY AND GENERAL STRATEGY'' and ''GENERALSHIP'', he discusses the way in which the Romans used the means at their hand in the circumstances of their time. The period of the Roman Republic covered extends to the battle of Actium.
